Constitution Bill Number 10 Restored On Order Paper
By Mary Mwiinga/Hannock Kasama-The Constitution Amendment Bill Number Ten of 2019 has been restored on the order paper in Parliament.
This means that the Constitutional amendment Bill number ten of 2019 is eligible to come up for second reading in Parliament.
Acting Justice Minister, Stephen Kampyongo moved a motion for the restoration of the bill to the order paper.
The motion is in line with standing order number 126 clause one of the National Assembly.
Mr. Kampyongo urged parliamentarians regardless of political affiliation to support the constitutional amendment bill number .
He said the bill covers the interests of Zambians apart from partisan lines.
Meanwhile, most of the opposition United Party for National Development-UPND MPs walked out of the house protesting the restoration of the Constitution Amendment bill number ten of 2019 to the order paper.
Only two UPND Members of Parliament, Teddy Kasonso of Solwezi and his Nalikwanda counterpart Geoffrey Lungwangwa were the only ones that remained in the house after their counterparts walked out.
Earlier, Leader of the opposition in the house Jack Mwiimbu who is also UPND Monze Member of Parliament said his party is opposed to the restoration of the Bill to the order paper.
Mr. Mwiimbu claimed that the bill has lapsed.
He also said the UPND has remained consistent not to support the Constitution Amendment bill number ten in its current form.
On November 29, 2019 the constitutional court quashed the legal challenge to block the Constitution Amendment bill.
The Court ruled that it has no jurisdiction to stop the bill before enacted into law.
This was on the backdrop of the petition filed by the law Association of Zambia -LAZ-and Chapter One foundation.
