President Hichilema was speaking when he addressed Chisamba residents as he campaigned for UPND Council chairperson candidate for the Chisamba Council elections Fred Choongo.
President Hichilema said it was difficult for Mr. Choongo to deliver development in the last five years because the UPND was not in government and there was no money for him to work with.
