Poor PPP Performance worries Chikuba
Sharon Kunda-Ministry of Finance and National Planning Permanent Secretary Budget and Economic Affairs MUKULI CHIKUBA says there are few successful projects since the inception of the Public Private Partnership -PPP- initiative.
Mr. CHIKUBA says among the factors that have contributed to few projects being undertaken under PPP include constrained fiscal environment, low participation of the private sector in public projects and low participation of citizens in such projects.
He says most projects under PPP have been undertaken by foreign entities and that it is the wish of Government that the situation be reversed.
Mr. CHIKUBA said this when he officiated at a stakeholder engagement on the proposed repeal and replacement of the Public-Private Partnership Act.
He said the goal is to strengthen Zambia’s legal and institutional framework under which PPPs may be structured and procured by working on areas that require amendment or improvement.
Mr. CHIKUBA explained that PPP projects are complex in nature and require substantial investment of resources and highly skilled expertise in the public sector.
He noted that the current PPP Act has no enforcement mechanisms and does not stipulate any sanctions for violations of provisions of the Act.
